Welcome to the second edition of the Army Civilian Professional Journal.

I’m Julia Bell, the executive editor and director of the Army Management Staff College.

In keeping with the purpose for the establishment of the Army Civilian Professional Journal, I’d like to reflect on my thoughts regarding change. For many, change is difficult and uncomfortable. The thought of trying something new is scary and unknown. The idea of changing processes and procedures that have been in place for years is unfathomable.

In my opinion, if you do not evolve over time, you risk becoming irrelevant and eventually extinct. Change, although hard, can present unforeseen opportunities. The Army Transformation Initiative has introduced a wave of changes to the force, from consolidation of commands to elimination and expansion of functions.
