Why the Cyber Branch Must Think Beyond Cyberspace

Every enduring Army branch is ultimately remembered not for the technology it mastered, but for the form of warfare its people have perfected.
The United States Army has continually evolved through periods of technological and operational disruption. When new capabilities emerge, professional discourse naturally gravitates toward questions of organization: Who owns the capability? Which branch should develop it? How should it be employed?
These are necessary discussions because they establish accountability and stewardship. Yet history suggests that they are rarely the most consequential ones. The more enduring question is always: What is the Army becoming because of this change?
Over the past year, the pages of Gray Space, along with broader professional military discourse, have reflected on thoughtful conversations about the future of the Cyber Branch. Authors have examined the relationship between electromagnetic warfare and cyberspace operations, debated the separation of offensive and defensive cyber operations, explored talent management, and challenged the Army to seize a unique moment in force design. While each contributes meaningfully to the discussion, they may all be pointing toward the same underlying question—not how the Cyber Branch should organize itself, but how it should define itself.
Recent senior-leader perspectives have further advanced this discussion by encouraging the profession to better define cyber maneuver, refine operational language, and appreciate the unique characteristics of cyberspace. Those contributions strengthen an important conversation about how we fight. This article seeks to build upon—not replace—that discussion by examining a complementary question: How should the Cyber Branch’s professional identity evolve alongside its operational concepts?
This suggests that the Cyber Branch has entered a new stage of professional maturation. The challenge before us is no longer doctrinal recognition; it is professional realization. The branch’s future will not be determined by the technologies it manages, but by whether it fully embraces its enduring purpose as the Army’s maneuver branch for the information environment.
Every Generation Redefines Maneuver
Military professionals often describe warfare as both timeless and constantly changing. The nature of war endures; the character of war evolves. Perhaps no concept illustrates this better than maneuver. While the term has remained remarkably consistent—until the recent update in March 2025 which expanded it to include cross-domain integration—what commanders mean by maneuver has expanded with every generation. Army Doctrine Publication 3-0, Operations, shifted the definition from being purely land-centric and/or maneuver-centric to a combined-arms approach. It now defines the function as employing forces through movement in combination with lethal and nonlethal effects across multiple domains (land, air, maritime, space, cyberspace, and the information environment) to achieve relative advantage. Instead of physical movement alone (like marching troops or moving ships), maneuver is now defined as the deliberate positioning of assets to outthink and outpace an adversary with the aim of disrupting an enemy’s ability to react, ultimately creating a decision advantage for the commander.
Every significant military innovation has expanded where maneuver occurs. The airplane did not replace maneuver; it extended maneuver into the third dimension. The tank did not eliminate maneuver; it accelerated maneuver across terrain previously considered impassable. In the 1980s, AirLand Battle did not replace the ground fight; it synchronized deep air strikes to isolate frontline Soviet forces, treating the air and ground as a single, expanded maneuvering space. Precision fires altered how commanders shaped depth, space systems extended awareness beyond the horizon, and information networks compressed time.
History offers a critical lesson: When revolutionary technologies first emerge, military institutions initially define themselves by the equipment that they employ. Early aviators were viewed as pilots rather than practitioners of air maneuver. Armor officers were seen as operators of tanks rather than masters of mounted warfare. Only over time did those communities recognize that their enduring contribution lay not within the platforms they employed but within the operational problems they solved. It is interesting to look back on scholarly works to get a sense of what previous military leaders were thinking and their arguments to change how the Army fights.
When Information Became Terrain
The Information Age has introduced a new form of terrain. While researching the intellectual foundations of today’s information environment, I found myself returning to a paper written in 1994 by then-Colonel James M. Dubik and General Gordon R. Sullivan. Reading it with the benefit of three decades of hindsight, I was struck less by the technologies they described than by the professional vision they articulated. Their contribution was not simply doctrinal—it helped shape how the Army thought about maneuver during a period of profound transformation.
Before a physical formation advances to seize a contested airfield, commanders attempt to understand an adversary’s electromagnetic signature. They seek to map wireless networks. They attempt to seize the digital high ground by gaining administrative access to regional air-defense networks. Concurrently, they may flood local networks with contradictory reports to paralyze adversary decision making. In many cases, these actions determine the conditions of battle long before the first maneuver element crosses a line of departure. The physical seizure becomes a mop-up operation because the adversary was already defeated in the information environment.
To understand this terrain, we must map its features just as we map the physical world. A heavily defended, air-gapped server stack is the modern fortress on a hill. It is difficult to assault, requiring specialized tools and immense effort to breach. Conversely, local commercial cellular infrastructure represents a broad, high-speed avenue of approach. It offers rapid movement and global reach but provides zero cover or concealment for military signatures. Firewalls act as obstacles; data centers serve as key terrain. A commander who cannot read this map is as blind as an infantry officer who cannot read topography.
Recognizing the Cyber Branch as a maneuver branch does not require collapsing the distinct professional cultures of electromagnetic warfare and cyberspace operations. Each possesses unique technical foundations, educational pathways, and operational characteristics. Their differences should be viewed as complementary strengths whose combined employment creates greater decision advantage than either could achieve independently.
This article does not suggest that cyberspace should be understood through simplistic analogies to physical maneuver. Rather, it suggests that the Army’s understanding of maneuver has itself evolved as warfare has expanded across the physical, electromagnetic, cyber, space, and cognitive dimensions.
Foundational Principles for the Information Environment
As the branch matures toward this new definition of maneuver, several foundational principles must guide its doctrinal and operational evolution:
Convergence over Ownership
The Cyber Branch must shift away from siloed thinking about who “owns” an effect. Cyber should act as the primary orchestrator and integrator for non-kinetic effects. Rather than arguing over whether an operation is strictly Cyber, EW, Space, or Information Operations (IO), the branch should focus on converging these capabilities into a single, synchronized strike package. Just as an artillery officer in a fires cell coordinates mortars, howitzers, and close air support without needing to “own” the aircraft, a Cyber maneuver officer must orchestrate electromagnetic jamming, network exploitation, and narrative deployment to achieve the commander’s end state.
Maneuver over Superiority
Doctrinally, we must abandon the myth of absolute “Cyber Dominance.” The digital environment is too vast and constantly shifting to hold permanently. Instead of static dominance, the focus must be on local, temporal superiority. We only need to control a specific network segment for the exact window of time required to enable a broader operational maneuver. Security is no longer about building an impenetrable firewall (static defense). It is about agility—the ability to maneuver data, shift networks, and operate through degraded environments faster than the adversary can target them.
Professionals over Platforms
Munitions expire, technology becomes obsolete, and zero-day exploits are patched. The true enduring advantage of the Cyber Branch is its human capital. We must train officers and non-commissioned officers (NCOs) to think critically and to be strategic planners who understand the art of war applied to the digital domain rather than just retaining highly skilled technicians. A script kiddie can execute a payload, but a maneuver officer understands why and when that payload fractures the enemy’s center of gravity. Consequently, our talent management model must reward critical thinking, operational planning, and cross-domain expertise just as much as it rewards keyboard proficiency.
Professional identity is reinforced through doctrine, education, talent management, leader development, organizational design, and operational experience. These institutional systems determine whether the branch consistently develops maneuverists rather than simply technical experts.
The longer I served, the less certain I became about easy answers. Complex organizations rarely evolve through simple solutions. They evolve through thoughtful professionals willing to ask better questions than the generation before them. While I agree just as Dubik and Sullivan did with their arguments to ensure that the Army of the future was prepared for the future fight with a new set of information-age tools, we must also not forget the importance of the culture and identity of the organizations and people wielding them.
The Profession We Are Becoming
With the significant advances in technology, our Army has undergone significant transformation and continues “Transforming in Contact,” which has implications that reach deeply into professional identity. Perhaps the Cyber Branch has spent its first decade mastering extraordinary technologies because that was precisely what the Army required. Mastery, however, is only the beginning. The next evolution shifts the focus from the technologies to the professionals employing them.

We must cultivate Cyber officers—strategic planners who understand the art of war applied to the digital domain—rather than just retain highly technical specialists. Consequently, personnel policy is never merely administrative. Every accession decision, developmental assignment, and promotion framework communicates what the institution values. If the branch’s enduring purpose is to maneuver within the information environment, our talent-management model must actively reward critical thinking, operational planning, and cross-domain expertise just as much as keyboard proficiency.
Professional identity does not emerge from doctrine alone. It is reinforced through education, reflected in talent management, expressed through organizational design, and ultimately demonstrated in operations. Each element shapes the others. If one evolves without the others, the profession risks internal friction rather than institutional adaptation.
This shift reveals the structural friction inherent in our current Army systems. Standard promotion models and Key Developmental (KD) tracking were built for traditional, linear careers. They reward uniformity. Yet maneuvering in the information environment requires the opposite. It demands highly specialized, often non-linear career paths. It requires an institution that prizes critical thinking over rigid military standardization. If we force our Cyber officers to conform to industrial-age career timelines, we will lose the very talent this new battlespace demands. Many argue that we have already lost this talent, which is why the Army has revamped the Direct Commissioning Program to entice technical professionals into the formation.
Conclusion
Despite the questions explored throughout this article, there is profound reason for optimism. Three decades ago, then-Colonel James M. Dubik and General Gordon R. Sullivan recognized that the Information Age would fundamentally change how the Army fights. Their contribution was not simply doctrinal. They helped shape a generation of professional thought that influenced how the Army understood maneuver during a period of profound transformation.
Today, the Cyber Branch stands at a similar inflection point. The question is no longer whether the information environment matters. That question has been answered. The more consequential challenge is whether we possess the same institutional foresight to cultivate a professional identity that matures alongside doctrine, education, talent management, and operational practice.
History suggests that doctrine alone rarely transforms a profession. People do.
Recent professional discussions have appropriately focused on developing cyber maneuverists capable of operating effectively within cyberspace. This essay complements that operational perspective by arguing that the Cyber Branch must also cultivate the professional identity, education, talent management, and institutional culture necessary to develop those maneuverists across generations.
This essay has argued that the Cyber Branch’s greatest challenge is no longer doctrinal recognition. Army doctrine has already acknowledged its role as a maneuver branch. The remaining challenge is professional realization.
If a young Cyber officer reads these pages years from now, my hope is that they are less interested in defending organizational boundaries than in building a profession worthy of those who will follow them.
The enduring legacy of the Cyber Branch will not be the technologies it mastered, but the profession it built.
