At the very core of our nation’s strength, where the digital and electromagnetic domains converge, lies our most critical asset: the technical mastery and unwavering dedication of our people. It is you—the Cyber Warfare, Electromagnetic Warfare, and Cyber Capability Developer Warrant Officers—who provide our decisive edge in a battlespace that is constantly in flux. It is with the deepest humility and a heartfelt sense of purpose that I step into the role of Chief Warrant Officer of the Branch, ready to serve the exceptional individuals who make up this corps.

I want to extend my sincere gratitude to CW5(R) Brian Matthews, a leader whose vision and commitment have shaped us into the strong team we are today. He leaves a powerful legacy of mentorship and excellence that we will proudly carry forward.

As we chart the course for our future, my focus will be on the three roles that define who we are and why we are so effective: Leaders, Mentors, and Innovators.

As Leaders: The Bridge Between Technology and Mission

Leadership for our cohort is defined by our unique ability to act as the indispensable bridge between deep technical expertise and the commander’s mission. We are the translators who take the complexities of code, the intricacies of the electromagnetic spectrum, and the nuances of bespoke digital tools and articulate them into the clear language of risk, advantage, and effects. True leaders in our field do not wait to be asked; they embed themselves with operational planners to ensure that cyber and electromagnetic effects are seamlessly integrated into every phase of the fight. Your place is by the commander’s side, turning our collective technical dominance into a decisive operational advantage.

As Mentors: Cultivating the Future

Our long-term superiority is not guaranteed by today’s technology, but by the diverse knowledge that we deliberately pass down to the next generation.

Mentorship is not a passive duty; it is an active, ongoing responsibility that secures the future of all our disciplines. It is our solemn charge to “build the bench” and ensure that the warrant officers who follow us—whether they specialize in networks, the spectrum, or software development—are even more capable than we are. I challenge every one of you to share your hard-won lessons, not only within your specialty but across our converging domains. This is how we build a resilient legacy: by investing in the careers of others and ensuring the heart of the Cyber Corps beats stronger with every generation.

As Innovators: The Engine of Our Evolution

Innovation is the very DNA of our profession. Whether you are a Capability Developer forging a new tool from scratch, an EW Warrant Officer pioneering a technique to control the spectrum, or a Cyber Warfare Technician devising a novel approach to a hard target, you are the engine of our evolution. In a battlespace where the adversary adapts by the second, standing still is a guaranteed path to failure. To be an innovator means maintaining deep, hands-on mastery of our respective crafts, never being satisfied with the status quo, and possessing the creative spark to turn a technical discovery into a tactical opportunity. We must foster a culture where curiosity is rewarded and new ideas are shared freely, ensuring our warfighters will always have the tools they need to win.

In closing, I challenge each of you: excel in your craft, empower those around you, and relentlessly drive the evolution of our capabilities. The mission demands nothing less, and I know you will deliver. I am humbled to serve as your Fifth Chief Warrant Officer of the Branch and look forward to all that we will accomplish together.
